Texas federal HVAC contractors had an unusually active week.

New work appeared in Houston and Denton, multiple existing procurements changed after publication, and two chiller awards added useful contractor and pricing history.

The biggest lesson from this week is that simply knowing a solicitation exists is not enough. Deadlines, technical requirements, bonding provisions, security requirements and even whether a procurement remains active changed after initial publication.

TXANG 122-Ton Chiller Replacement

The Texas Air National Guard is seeking a small-business contractor to replace a 122-ton air-cooled chiller at Building 1057, Ellington Field JRB in Houston.

The project includes removal of the existing Trane chiller, installation of a replacement unit, chilled-water piping, electrical and controls connections, startup and testing.

A mandatory site visit is scheduled for September 18 at 9:00 AM Central, with bids due September 22.

FEMA Denton Heat Exchanger & Fan Box

FEMA Region 6 added another Denton mechanical project this week.

Solicitation 70FBR626R00000017 covers installation of a flat-plate heat exchanger and rebuilding the VSAB-1 fan box at the Federal Regional Center. It is a WOSB set-aside with proposals due September 23.

JBSA Seven-Unit HVAC Procurement

The Fort Sam Houston procurement for seven 4-ton Bard HVAC units or equal changed again.

Amendment 0002 corrects the salient characteristics and extends closing to September 23 at 10:00 AM CST.

Radar Pro surfaced the amendment as an operational change rather than treating the opportunity as simply another unchanged bid.

JBSA Building 3820 Trane Chiller

Contractors now have additional time to pursue FA301626Q0271.

The Air Force extended the deadline from September 18 to September 22 after adding contractor Q&A and four equipment photographs to the solicitation thread.

The exact technical effect of the Q&A remains Not verified.

VA Fisher House HVAC Replacement

The San Antonio Fisher House HVAC project remains one of the week's more consequential VA opportunities.

A previously reconciled amendment clarified a 20% bid-guarantee requirement and performance/payment bonding provisions. For an SDVOSB bidder, those requirements can affect both bid preparation and pricing.

TXANG Temporary Chiller Rental Canceled

The temporary-chiller rental W50S7726Q1CL7 is no longer an active bid.

TXANG canceled the solicitation effective September 17, one day after adding security and anti-terrorism requirements.

Contractors should stop treating its September 18 response date as actionable and watch for a replacement procurement.

Looking Ahead

The Bureau of Prisons' Fort Worth Facilities Management Industry Days begin September 22 at FMC Fort Worth. HVAC, utility infrastructure, electrical distribution, roofing and facility modernization are explicit areas of interest. The event runs through September 24.
